SECRETARIAT


 

 

Nature

The Secretariat is a standing body of the Citizen CPM of Macedonia.

The Secretariat is at the host organization, which will be selected additionally based on their offers.

Composition

The Committee determines the composition of the Secretariat based on the proposal of the host organization.

Scope of Activities

The Secretariat shall:

    • Provide support to the standing and temporary bodies of the CPM;
    • Maintain permanent communication among the members of the CPM, members of the permanent and temporary bodies, as well as external actors;
    • Provide and distribute information that is significant for the CPM;
    • Provide participation in the activities that are significant for the CPM and civil society as a whole in the Republic of Macedonia and broader.

Election

The Secretariat is elected by the Council with the majority of the total number of members present.

The mandate of the Secretariat is two years with the right for reelection.

The member that applies for a Secretariat should submit a written offer to the GPM Committee for hosting no later than three months before the end of the mandate.

A member of the Council can call for a session of the GPM Committee to assess the work of the Secretariat.

Criteria

Any GPM member has fulfilled the starting criteria for membership.

 

When selecting the Secretariat, the following additional criteria should be fulfilled:

а) exclusive

  • Paid membership fee for the last 2 years;
  • More than 75% participation in the standing and temporary bodies where the member has reported to participate.

b) non-exclusive

  • Technical capacity (space, number of computers, etc)
  • Human resources (full time employee, number of employees, etc)
  • Accountability and transparency, exchange of information via the GPM distribution list, annual reports, and external financial audit (for example, for the last two years)
  • Membership: active participation in other local and international networks
  • Possibilities for electronic communication (Internet access, possibility to establish and maintain distribution lists, etc)

Financial management capacities (fro example, budget – the membership fee can be no more than 30% of the organization budget, accounting, separate account for the Secretariat).
