Nature
The Council is a standing body of the CPM. The Council has a leading role in the process of defining the principles, strategic directions and basic norms of the organization.
The Council is a place for dialogue and connection. The Council is not an authority in a power structure.
Although the Council has to have a balanced composition with respect to the regional and sector diversity, it shall not be a structure that would aspire to represent the civil society in Macedonia.
Scope of Activities
The Council:
- Adopts the general policy and strategy of the CPM;
- Adopts, changes and amends the documents for membership, organizational structure and financing of the CPM;
- Adopts an annual work report;
- Determines the order of chairing the Council;
- Decides upon receiving new members in the CPM;
- Selects members of the Committee;
- Decides upon establishing the Secretariat and its organization/hosting;
- Decides on the standing bodies of the CPM, in cooperation with the Committee;
- Maintains constant contact with the civil society supporters;
- Promotes the CPM, encourages broad participation and debate regarding the questions and proposals of the CPM;
- Encourages resource mobilization;
- Decides on ending the CPM.
Composition
The Council is made by representatives of the members of the CPM, as well as individual actors.
Representatives of the members
In order to provide dynamics of the work, the members of the CPM appoint a representative and his/her deputy.
The Council has no more than forty members. If the number of participants of the CPM is smaller than the number of the members of the Council, all participants of the CPM are members of the Council. If the number of the participants of the CPM is bigger than the number of the members of the Council, the latter are elected.
The composition of the Council reflects various interests and actors in the CPM.
The composition of the Council is based on the following criteria:
- Adhering to the Charter of Principles;
- Sector participation, geographic and regional balance, with diversity as the final aim;
- Participation by organizations that are leaders of national, sector and other networks.
The members are elected for a period of two years, with the right to be reelected.
Individual actors
The Council also includes individual actors who are significant for the civil society, and whose presence is considered significant at a certain moments of a situation, or with respect to the organizational dynamics of the CPM.
The number of individuals in the Council is no more than ten.
The individual actors participate in the work of the Council without the right to vote.
Election
The members of the Council are elected on individual basis by consensus of the Council.
At least five members of the CPM or three members of the Council can propose/nominate new members to the Council.
Functioning
The Council works at sessions. The Council meets at least twice in a calendar year.
The sessions of the Council are called by the Committee. The sessions of the Council are chaired by a presidency made of a chairperson and two members. The Presidency of the Council is changing and it follows a determined order.
There can be a session upon the request of five members of the Council.
If the Committee does not call for a session within fourteen days of the day the proposal has been given, the session is organized by the initiators.
The Council adopts a Book of Work Regulations, with the majority of the total number of members.
The Council can work if more than half of the total number of members is present.
The Council decides with the majority of the total number of the members present on all issues, expect on receiving new members, selecting members of the Committee and changing, amending and adopting the Charter of Principles, when there is a decision made by consensus.
