2.Developed self-regulation capacities and mechanisms of the CSOs

Self-regulation capacities and mechanisms will be developed starting with analysis based on surveys, participative process of designing Ethical Code and capacity-building through trainings and distribution of manuals.

CSRD “Forum” will be responsible for coordination and will implement activities in cooperation together with MCIC, CCI and CIRa.

 

2.1. Study on the transparency, accountability and democracy in the CSOs

A study regarding transparency, accountability and democracy issues within the CSOs is to be carried out. ToR will be drafted and agreed. Based on this a questionnaire will be developed to address the needs of the study. Focus groups will also be formed (including experts, international organizations, etc.) to respond to questions regarding democracy, transparency and accountability of CSOs.

The report, based on the results from the study, will be published in 1000 copies in Macedonian language. It will be presented at a debate intended for the public and the representatives of the CPM and other CSOs on the NGO Fair, where regional perspective on these issues will also be incorporated.

Findings, conclusions and recommendations from this report will be one of the inputs for the design of the Ethical Code of CPM.

 

2.2. Ethical Code of CPM

Final result of this activity will be published ethical code which is accepted by all members of the CPM and promoted widely among other CSOs in Macedonia.

Comparative analysis of available experiences in the country, in the region and other international experiences will form the basis for open debate and start of this activity.

MCIC together with working group of CPM members will develop ToR for the preparation of the Ethical Code.

Group of consultants following the ToR and using the prepared analysis and findings from the available research studies will prepare working version of the Ethical Code of CPM. This document will be discussed in debates with all CPM members as a basic on which the final version will be developed and accepted by the CPM members.

The Ethical Code will be published in Macedonian, Albanian and Roma language in total circulation of 1500 copies. Published version of the Ethical Code will be promoted and distributed to the CPM members and other CSOs. Electronic version will be available on the CPM website and there will be a link from websites of the CPM members and other CSOs that will accept the Code.

Follow-up activities and monitoring mechanisms of the implementation of the Ethical Code of CPM will be also designed and agreed. 

 

2.3. Development and implementation of good governance training

The training courses on good governance is proposed based on the existing information and already conducted research, which show CSOs are weak especially in establishing and promoting practices of good governance, accountability, transparency in their operation, management performances, division of the executive and management role etc.

New module of training on the concept of good governance will be developed and two trainings for CPM members and other CSO will be delivered. Development of this module will be supported by relevant external expertise. Also experiences of the partners from the region (e.g. Balkan Civil Society Development Network) will be taken into account when developing this training module.

Training courses will be organised within three days and each training course will cover 20 participants.

 

2.4. Manuals for good governance and management

Special manual will be published with the aim to improve governance and management within CSOs. It will cover issues such as: governance structures (e.g. Governance Board, Council), human resources management, public relations, transparency and accountability. This manual will serve as supporting material for the good governance training. It will be published in Macedonian language in circulation of 1000 copies. 

Apart from the distribution during the training, this manual will be distributed to all CPM members and other local CSOs. 

 

2.5. Manuals for financial management and administration of CSOs

Administrative and financial management of CSOs has not been covered in any publication in local languages. This manual will aim to raise the internal standards of CSOs for documentation, administration and financial management. Some of the issues in the manual covered will be: financial planning, financial management and reporting, administration procedures, including requirements covered by the national and international accountancy standards. It will be published in Macedonian language in circulation of 1000 copies and distributed to all CPM members and other local CSOs.
