Nature
The Committee is a standing body of the CPM. The Committee has an executive role in the organization of the CPM.
The Committee has to have a balanced composition with respect to the regional and structural diversity, but it shall not be a structure aspiring to represent the civil society in Macedonia as a whole.
Scope of Activities
The Committee:
- determines the schedule for chairing the Committee meetings at the first session in the calendar year;
- adopts perspective and annual programs and work plans and financial plan;
- adopts measures for providing efficient program execution;
- reviews the membership applications for the CPM and gives its recommendations to the Council;
- proposes the composition of the Secretariat;
- maintains permanent contact with the civil society supporters;
- promotes the CPM, encourages broad participation and debate with respect to the questions and proposals of the CPM;
- encourages resource mobilization;
- establishes temporary bodies.
Composition
The Committee is made by representatives of the members of the CPM, as well as individual actors.
Representatives of the members
In order to provide dynamics of the work, the members shall appoint their representative and his/her deputy.
The Committee has nine to thirteen members – representatives of the participants in the CPM.
The members are elected for a period of two years, with the right to be reelected.
Individual actors
The Committee also includes individual actors who are significant for the civil society, and whose presence is considered significant at a certain moments of a situation, or with respect to the organizational dynamics of the CPM.
The number of individuals in the Committee is no more than three.
The individual actors participate in the work of the Committee without the right to vote.
Election
The Committee is elected by the Council. The Committee members are elected by Council members by consensus.
New members of the Committee can be proposed/ nominated by at least five members of the CPM or at least three members of the Council.
Functioning
The Committee works are sessions. The Committee has at least six meetings in a calendar year.
The sessions of the Committee are called and chaired by a Chairperson.
The Committee elects a Chairperson from its composition, and he/she is changing for each session and follows a determined order.
There can be a session upon the request of three members of the Committee.
If the Chairperson does not call for a session within fourteen days of the day the proposal has been given, the session is organized by the initiators.
The Committee adopts a Book of Work Regulations.
The Committee can work if two thirds of the members are present.
The Committee decides by consensus; if there can be no agreement reached, it decides by two-third majority of the total number of members.
